Development of a Waste to Energy Facility at 65 Amaroo Road, Craigieburn

Hume City Council has received planning application P22489 for the development of a waste to energy facility at 65 Amaroo Road, Craigieburn. 

The application is currently being assessed by Council officers.  Further information and detail regarding the application has been sought from the applicant. 

Once all required information has been received, a decision on the application will be made at a future Council meeting. 

EPA Works Approval

 Separate to the planning permit process with Hume City Council, an application to the Environment Protection Authority (EPA) is required for a works approval and licence under the Environment Protection Act 1970 for the proposed waste to energy facility. 

It is through this process with the EPA that an assessment of environmental and environmental health related impacts will take place prior to any approvals being granted. 

Community Consultation 

The land is located within the Craigieburn North Employment Area Precinct Structure Plan (PSP) and accordingly is exempt from notice and review rights under the Planning and Environment Act 1987. 

This means Council are unable to give public notice of the application to seek objections.  Furthermore, members of the community are limited from appealing Council’s decision on the application to the Victorian Civil and Administrative Tribunal.

As part of the works approval process, the EPA will consult with community and stakeholders in relation to the proposal. It is at this time that the community can raise any environmental, environmental health, design or operational issues or concerns they may have with the proposed waste to energy facility.
